Catalonia approves the decree that obliges to precontract the VTC



The rule contemplates that the interval can be extended and prohibits geolocation



  The Government has approved this Tuesday morning the decree law of urgent measures in matters of passenger transport (VTC) . The norm will come into force the next of its publication in the official journal of the Generalitat and from that moment, the Catalan Parliament will have a month to validate it.

The decree empowers municipalities to order and manage the different modalities and regulates three aspects. It establishes that the Government and the local entities can determine statutorily the conditions of pre-contracting. To consider that there is pre-contracting, the decree establishes that a minimum time interval of 15 minutes must elapse between the contracting and the effective provision of the service. And add that the municipalities can increase this interval.

In the metropolitan area, the metropolitan transport entity could raise the pre-contract to one hour. The VTC, in addition, will not be able to circulate along the tracks looking for clients as taxis do and forces them to be parked in garages and / or garages. The decree prohibits VTC vehicles from having the geolocalizer activated, which allows users to locate available cars. The new regulation includes penalties of 1,400 euros for those who fail to comply with these conditions.

The VTC sector threatens criminal lawsuits and 4,000 dismissals. The drivers, in any case, have announced that they have been protesting the Diagonal for a week.

Speaking in the Plaza Sant Jaume in Barcelona, ​​where some 700 drivers have gathered before the Generalitat and the City Council, the president of Unauto VTC Catalonia, Josep Maria Goñi, has assured that they are already studying to file criminal complaints against the Government, the City Council of Barcelona and the Metropolitan Area of ​​Barcelona (AMB).
